This chapter marks the shift from leadership as behaviour to leadership as infrastructure. It explores why inclusion cannot be sustained through values, empathy, or intention alone, and why leadership must be treated as a system that actively designs for safety, clarity, and fairness. Drawing on safety science and neuro-inclusive leadership theory, the chapter reframes inclusion as a design problem rather than a moral aspiration.
You are introduced to the Neuro-Inclusive Leadership Compass, a practical framework that translates inclusion into four anchor behaviours: clarity, consistency, curiosity, and co-creation. Each anchor is examined as a leadership control, showing how ambiguity becomes anxiety, inconsistency erodes trust, assumptions create harm, and exclusion emerges when systems are designed without lived experience. These anchors connect directly to psychological safety, executive function, and the everyday conditions that determine whether neurodivergent people can contribute safely at work.
The chapter also bridges leadership theory with occupational health and safety practice, aligning the Compass with ISO 45003, Safety II thinking, and systems-based management models. Inclusion is positioned not as discretionary culture work, but as core leadership infrastructure that must be planned, maintained, and reviewed like any other critical control. Through this lens, leadership accountability deepens rather than softens, and safety becomes the foundation that enables trust, innovation, and sustained performance.
